Malta Enhances Permanent Residence Programme with 2025 Reforms

Valletta, Malta – July 26, 2025 – Malta has announced significant updates to its Malta Permanent Residence Programme (MPRP) through Legal Notice 146 of 2025, introducing measures that make the programme more accessible, cost-effective, and attractive for international families seeking permanent residence in Malta.

These new amendments simplify the fee structure, offer early relocation options, and provide greater flexibility around property usage — further positioning Malta as a top destination for non-EU nationals looking for long-term residency in Europe.

Key Highlights of the 2025 MPRP Amendments:

  • Early Relocation Now Possible
    Applicants can now apply for a one-year temporary residence card at the beginning of the process, allowing them and their families to relocate to Malta immediately while the main application is being processed.
  • Simplified and Unified Contribution
    A flat contribution of €37,000 now applies to all applicants — whether they choose to rent or purchase a qualifying property — along with a €60,000 administration fee, bringing the total to €97,000. This change removes the previous distinction between renters and buyers.
  • No Extra Fees for Spouse and Minor Children
    Spouses and minor children can now be included without additional contribution costs. Adult dependants (such as adult children or parents) may be included for an additional fee of just €7,500 each.
  • Increased Property Flexibility
    • Applicants who purchase property may lease it out when not residing in Malta (guidelines pending).
    • Those who rent may sublet the property after five years, provided landlord consent is obtained.

Summary of Updated Requirements:

To qualify for the MPRP under the 2025 rules, applicants must meet the following:

  1. One-Time Financial Commitment:
    • Pay €97,000 in government and administration fees.
    • Pay an additional €7,500 for each adult dependant.
    • Submit €15,000 upfront at the time of application (deducted from the total).
  2. Real Estate Commitment:
    • Rent a property with a minimum annual rent of €14,000, or
    • Purchase a property valued at €375,000 or more.
  3. Philanthropic Donation:
    • Contribute €2,000 to a registered Maltese NGO (philanthropic, cultural, sports, scientific, animal welfare, or arts-focused).
  4. Financial Eligibility:
    Applicants must show:
    • €500,000 in total assets, of which at least €150,000 are financial assets, or
    • €650,000 in assets, with a minimum of €75,000 in financial holdings.
